University Policy #2530

Section 1. Purpose

To promote, implement, and support rigorous educational pursuits by encouraging and enabling eligible high school students to enroll in the Post-Secondary Enrollment Option (PSEO Program).

Section 2. Definition

For the purposes of this policy and the accompanying Procedure 253 only, the following definitions apply.

  • Eligible student: High school juniors in the upper one-third of their class; high school seniors in the upper one-half of their class; or for students without class rank, a cumulative high school GPA of 3.25 or an ACT, PSAT, or SAT scores in the top one third for high school juniors and a cumulative high school GPA of 3.0 or an ACT, PSAT, or SAT score above the median. for high school seniors. Students attending a non-graded alternative secondary program who are enrolled at a level equivalent to eleventh or twelfth grade.
  • Post-Secondary Enrollment Option (PSEO Program): A program that provides all eligible Minnesota high school students the opportunity to earn both secondary and postsecondary credit for college or university courses completed on a college or university campus or online and taught by a university professor.

Section 3. Policy

Metropolitan State University shall provide opportunities for eligible high school students to participate in the PSEO Program. Students must be admitted according to criteria described in Procedure 253, Section 2 that are consistent with board policies and system procedures.

3.1 Compliance with standards

Colleges and universities shall require PSEO students to perform to the college's or university's academic and student conduct standards.

Section 4. Authority

Minn. Stat. § 124D.09 Postsecondary Enrollment Options Act allows high school students, including home school students, to earn both secondary and postsecondary credits through enrollment in college or university courses.

Section 5. Effective Date

This university policy shall become effective upon signature by the president and shall remain in effect until modified or expressly revoked.

Section 6. Responsibility

The Vice President of Strategic Enrollment and Marketing or their designee is responsible for implementation of this policy.

Section 7. Review

This policy shall be reviewed every five years or as needed.
