Biography
Walter T. (Wally) Wysopal

Wally’s desire is to improve the effectiveness of government services by improving the quality of the public servants. Learner outcomes therefore focus on the practical and purposeful side of Public and Nonprofit Administration. He draws on over 30 years of experience in local government to enrich the effectiveness of his teaching. He currently serves as City Manager of Fridley, Minnesota. He previously served as City Manager of North St. Paul, Minnesota and Assistant City Manager of St. Louis Park. He has served in leadership positions in a variety of organizations including League of Minnesota Cities, Metropolitan Area Management Association, Government Training Services, Metro-Inet, and the Minnesota Municipal Power Agency.
Wally earned a Master of Arts in Public Administration degree from Northern Illinois University and a Bachelor of Arts degree in Public Administration from Saint Mary’s University of Minnesota. He earned a Certificate of Advanced Public Administration and Leadership from Hamline University.
Wally teaches in both the MPNA and MPA programs specializing in Human Resources Management, Labor Relations, and Foundations of Public Administration. He also creates and delivers timely and effective training programs to local government professionals about leadership, management and ethics.
